Demographic change is a driver of health expenditure and is considered in the annual Budget process in order to maintain the ‘Existing Levels of Service’ (ELS) that have been approved by Government.  This paper provides estimates of the additional funding required to maintain ELS out to 2025 when considering only demographic change. It therefore assumes no policy change in the model of care provided or any potential savings that may arise. 

This report includes expenditure figures for social inclusion, local demand led schemes and mental health.
